Spending Not Totaling

I have a category for Utilities and subcategories for electric, gas etc... only the cell phone sub category of utilities will total into my spending plan. This is happening with other categories - subcategories as well. But, I don't see any pattern that makes sense.

     What part of the Spending Plan are they not showing up on (Bills & Subscription, Planned Spending)?
