I tried again today, and it magically went through. It looks like it might have been a temporary issue, but it was one that was certainly persisting over multiple days.
I was trying to set up the account for the FIRST time . . . I had not connected previously.

I think similar problems have been reported. Did you do a search for Synchrony to read the other conversations? If not, do so to see if any of that is helpful.

I have a couple of Synchrony store cards but don't bother connecting them to QS since we don't use them often enough to make it worth the effort. I also have savings accounts with Synchrony and if the credit card side is anything like the savings account side, at best Synchrony is unstable and has had a history of not playing well with online 3rd party connections. This is not unique to QS, I have problems with other apps that I connect to my FIs and Synchrony is always a problem child.
I am connected, but it's iffy.

Thanks for reaching out! Our product team is definitely aware of and working on a resolution for this known issue. We do not have an ETA or update at this time, unfortunately, but we will be sure to update the alert when we have an update.

I was able to connect my 4 accounts this time when I went through the steps again. I did rename the old American Express institutions before I added a new American Express connection. E.g American Express Old 1 and American Express Old 2. These institutions were left over from making the accounts manual. Not sure if you did some work on your end or the renaming helped.
All things are back to normal with Amex for now. HealthEquity is still broke and I have to do manual updates, but I will continue to follow the issue on the other thread.

This also helps when I view the log list. The purpose column only shows "other" when I would like to see my purpose as "Network Meeting" or whatever I choose to put there.
