Add the feature to hide excluded Transfers or Regular Bills from "Bills"`

In "Transfers & Credit Card Payment" I usually exclude the "Received" side, so the total is only calculated based on the "Sent" side. While the "Excluded from Spending Plan" works fine, it would be nice to have "Hide Excluded from Spending plan" option, so the list looks cleaner in Spending Plan.
