Is the new Interface still chopping off the top of the rows and cutting the text off in the Payee field?

What you're describing sounds like the issue that occurred last week when the new account register updates were accidentally turned on:
The account register updates were turned off shortly afterwards, so you should see your normal register now. If you don't, I would suggest fully signing out and back in to refresh everything.
