Transactions in Future via Connected Account not Impacting Balance
When I add a transaction in the future manually, Simplifi properly considers this a Reminder and then the record impacts the Planned Spending graphs and current balance of the account.
However, one of my banks (Wells Fargo Bilt) sometimes adds payments with a future date. For example, when the payment is pending, it is a transaction with a date of tomorrow. This future transaction does not appear in the app UI, nor impact the Current Balance or Planned Spending charts. This means you’re not able to get a picture of your balance until the next day, when the issue is resolved.
Either future transactions should be ignored by Simplifi, or the app should not filter off transactions with a date in the future.

This seems to occur only when you make a selection in the Transaction History Setting (which recommends selecting a short duration)

I'm not sure that I understand what you're reporting here. Are you saying that pending transactions download into Quicken Simplifi with a future date? Or are you saying that the transactions don't download until they're cleared? If the latter, what is the date of the transaction at that time, and how is this impacting your usability of Quicken Simplifi? Have you tried manually entering the transaction while it's pending so your records are complete? Also, how is using the Transaction History Setting impacting things? Perhaps some screenshots highlighting the issue will help.
