Add an email option for the "Planned expense nearing or over limit" notification (edited)

The email options seems to be present on most of the notifications, but is missing from "Spending Plan" (called "Planned expense nearing or over limit" in Notifications) and also Watchlist. Those are 2 very important notifications, that are easy to miss as push notifications. I'd like to be able to forward the email to those causing the spending :)
