I'm not personally experiencing any issues accessing the Help Center from the Quicken Simplifi Web App on my Chrome browser, but I am glad to hear it's at least working for you on the Mobile App. I'd suggest checking from a different browser or in incognito/private mode on the Web App to see if the issue is perhaps specific to your browser. If it works in a different browser, you can try clearing the cache and cookies for the Quicken Simplifi site to see if that fixes things for you in your primary browser.
