Linking Bill to Transaction
I have a pending transaction and tried to link it to the associated bill, but can't. Must transactions be cleared before they can be linked?

No, however, you may find it's easier to link from the transaction side to the bill reminder than to link from the bill reminder to the transaction side. That is, in the transacton details, mark it as a bill (how to do varies between web and mobile) and then select the bill it matches.

I don't see the ability to link it from the transaction side. The three dots don't have an option to link.
From the bill reminder side, the 3 dots give me the ability to link it to a transaction, but when I clink on the link to transaction command the pop up window does not include this transaction. It contains many other transaction (all checking) but not all of them, and not this particular one.

On the web it's on top of transaction detail when you view the transaction:
It's "Mark as recurring", once you click that you'll see:
You probably can figure it out from there.
On the mobile app it's different, let me know if you need directions there and i'll grab screenshots with my phone.

On the mobile app here's the option just in case:
"Mark as bill or recurring" just flip that box on.

Almost forgot, from the 3 dot menu on the right side of a transaction (when you hover over it) on the web you also have three options on bottom of menu:

Yes, thanks. I have everything selected and marked as you show in your screenshots.
I was able to link the transaction to the bill by manipulating the dates.
This is a bill that is due on the 1st and was paid on the first. When it populated in Simplifi as pending, I tried to link them. No joy, and I've been messing around with it for a couple days now.
I suspect the issues lies with how Simplifi talks with my bank, and how my bank handles transactions. This particular transaction was done on the 1st using my bank (BOA) bill pay system. I just realized that the actual bill pay payment is scheduled for tomorrow.
I'll see what happens going forward.
I'm finding many quirks and differences between Simplifi and Quicken Classic I've been using for many years. They are not as similar as I thought they would have been.

Quicken Simplifi and Quicken Classic are actually different apps written by different people/companies. Quicken Classic was originally written by Intuit (but is being maintained by this company), but I believe Quicken Simplifi was written by the newer Quicken inc. company from the ground up to be a better cloud app - which has advantages and disadvantages. One major advantage, for example, is that the mobile app is always in sync with the desktop app (web app) — with Quicken Classic and their mobile app it was always a hassle running the sync between the mobile and desktop app. Disadvantages include that things don't work quite the same as they did on the desktop app, for example, you can't mark a cleared transaction as pending. Something that could be an advantage or disadvantage is that you don't "need" to reconcile to get a right balance anymore.

I moved to Simplifi because I travel, and being cloud based seemed to check all the boxes for me. The Quicken program with the Companion app was a real pain for me.
I'll get used to Simplifi I'm sure, but the one thing I'm having a hard time tolerating is the constantly inaccurate balances. It seems like they are correct around 10am, so maybe I'll adjust my daily routine for when I perform banking tasks and see how it goes.

I know with Chase this is an issue with balances too. This is because Chase syncs balances but not transactions outside of banking hourrs, which confuses the calculations in Simplifi. I don't have that problem with too many other banks, but i am learning apple card has some issues too (sometimes syncing multiple times to apple wallet fixes it).
