Setting income custom amount' in spending plan miscalculates available spend.

[Behavior] - After setting a custom income amount (instead of using the calculated amount) in the spending plan often defaults to recognize only income that has been earned during that month.
I.e. If i set the custom amount to $5,000 but I've only earned $2,000 in income, and have $1,000 in planned spending the available budget should show as $4,000 ($5k-1k). However this will occasional reset to recognize only the earned income instead of my custom amount. I.e. in this examples it will take the $2,000 in earned income, subtract the $1,000 in planned spending, and only show $1,000 in available budget.

I'm unclear if there's a specific behavior that triggers this, but I think it occurs whenever another item under bills, subscriptions, transfer and credit payments, or savings goals change.
