Ally Bank Transactions not downloading & Balance Not Updated

For weeks my Ally bank transactions have not been downloading to Quicken Classic Deluxe and the balance never updates. I've switched to "use paper statement" during reconciliation and manually entering and clearing transactions (my balance has been off ever since) and the Online Balance is never correct either. What is going on? I've reset my accounts and confirmed Ally User ID and Password is correct.
