Include Rollover Amounts in Planned Spending Notifications (edited)

As presently noted, notifications for overspending take place if certain parameters are met. This includes if you spend more than your budgeted amount. Right now, notifications DO NOT take into account any rollover additions to a spending category. So for example, if my budget is $250 and the total allowed to spend (budget + rollover) is $1,500 and if you spend $800, then you will receive an overspending notification because the spending exceeded the $250 budget.

The idea proposed is that Simplifi should update the software to only notify of overspending for rollover categories if the spending exceeds or is coming close to the total amount (budget + rollover).
