Disable Cloud

I have "shadow accounts" in Quicken which yield inaccurate reports. I would like to uninstall Quicken Deluxe and the reinstall WITHOUT Quicken Cloud. I would like to restore the accounts from a USB backup. I have tried this but the Quicken Cloud always restores from its files and will not let me restore solely from the USB.

Thoughts?
