Show the Transactional Data Limit gear icon without having to hover (edited)

I've noticed that the "gear" settings icon for changing the Transactions History Settings is invisible unless you happen to hover your mouse over a particular blank space on the screen.

The same is true of the three-vertical-dot menu used to change column headings on Transactions in a Planned Spending item. It only appears when you hover over a column heading.

In contrast, the "gear" icon for column settings in Transaction Activity is always visible.

I think making all of these settings icons (gear, three-dot, whatever) constantly visible in the different parts of the program would:

(1) create a more consistent interface, and

(2) make it easier for users to discovery these features.
