QBP: Make business "Usage" selector position consistent across all report screens

The "Usage" selector appears for those reports that pertain to businesses. It allows you to select which business you want a report on and, for some reports, also allows you to select "Personal."

On all but one of the report screens, "Usage" is the left-most selector (which makes sense as it's the first decision you have to make about what reports you want to see).

But on the Taxes report "Usage" comes second, after "View Type." Which is a bit odd as, if you select a "View Type" and then select Usage="Personal," "View Type" disappears. It would make more sense to have "Usage" come first (left-most) so that you can make your selections in a natural, left-to-right order.
