Are Citi Cards Broken Again?

This connection issue has been occurring for about a week now, is it broken again? I have 2 Citi cards - a Shell Gas card and a Mastercard, both are affected. Based on the message in this screenshot, I have not tried to reconnect.

I have the same card, and I see this connection issue almost every morning. Citi likely throttles at peak times, meaning they reduce the amount of successful connections. Try a little bit later on, and the connection should be back up.

What is odd is that these accounts will always show that they updated, but in my account list I get that little cloud with the line through it, and when I hover my mouse over it I get the "Service is currently unavailable" message pop-up.
I did a refresh a few minutes ago, and the Mastercard account shows zero balance which is correct but the Shell accounts went to $0.00 which is not correct. Both were correct earlier this morning.
So, I made both accounts manual, then went to each account website and revoked the authorization for Quicken to have access. Then I re-connected each account.
Both account balances are now correct, and both show updated at the time I did this. However both accounts still show the cloud with the line through it, and when I hover my mouse over it I get the same "Service is currently unavailable" message pop-up.
I do not see these icons while using the mobile app on my iPad or my iPhone. I only see them using the web app. Is this normal?
If you believe this behavior is normal, I'll keep an eye on it as you suggested.

I learned that Citi was reporting outages, which is why the messaging went up in the product. The messaging doesn't necessarily mean the connection won't work, as our engineering team controls it rather than the actual connection with the bank. The outage has been confirmed as resolved, so the messaging has been removed.
