When viewing your connection attempts from our end for 'PayPal Credit, MasterCard and Crypto', which is the required PayPal bank option for credit card accounts (see here for more details), I was able to confirm the FDP-109 error. The FDP-109 error means that you need to update your password on the bank's website before you'll be able to connect the account in Quicken Simplifi.
With that, please follow these steps to establish a fresh connection with the bank and change your password, as required:
