How can I pull and print a report of actual vs budget on the personal application?

There are no "budget" reports in Simplifi. The closest thing to it is an Income and Expense report, which will show you how close your spending matches your income.
The Spending Plan in Simplifi is meant to replace budgeting and gives you a monthly snapshot of how closely your spending is matching your income. Money left over is savings. You can set a Savings Goal if you want a target of how much you would like to see left over.
The Spending Plan isn't meant to be printed or to compare easily from month to month though I think there are feature requests for this. You may want to check them out or suggest one of your own.
It sounds like you are new to Simplifi so I suggest you work with it a few months to see if the Spending Plan will fit your needs as is. I like it much more than the traditional budgeting found in apps such as Quicken Classic.
Edit: Here's one suggestion I found (I didn't do an exhaustive search), but I fear it has just 5 votes in 5 years. So not promising.

What do you mean by personal application? It almost sounds like you're talking about Quicken Classic, and if that's the case, you're on the wrong forum - this is the place:
This is Quicken Simplifi, which has a choice of a Web App or a Mobile App. Neither has anything called a budget, though some peoeple treat it's spending plan like a budget.

Here's a link to a thread yesterday that gives you some more information on how to use the Spending Plan, assuming you are using Simplifi. Let us know for sure.

huh. I’m new to Simplifi. I did not realize that a budget feature was no longer available.
They should definitely loop that foundational finance tool back in.0 -
The spending plan is a new way of thinking about a budget, same idea, but refreshed.

I think you should give the Spending Plan a chance. It took me a while to wrap my head around it. @MFT
