Ability to Add Descriptions to Tags with Hover Tooltips

What is the feature?I would like the ability to add a text description or definition when creating or editing a Tag. Additionally, it would be incredibly helpful if this description appeared as a tooltip when hovering over the tag in the transaction view or reports.

Why is it needed?As my list of tags grows, it becomes difficult to remember the specific criteria or "rules" I originally intended for each one (e.g., the specific difference between my "Home-Improvement" tag versus my "Maintenance" tag). This is especially true for tags used for tax purposes or specific reimbursement tracking.

How it would work:

1. Settings: In the Settings > Tags menu, add a "Description" text field next to the Tag Name.
2. UI: When viewing transactions, if I hover my mouse over an assigned tag, a small pop-up/tooltip should display that description.

This would help users maintain cleaner data and ensure we are applying tags consistently over time.
