when petty cash is spent for something, it IS then included in the Spending Plan. Right?

Right, assuming you have a manual account for Cash and categorize withdrawals as Transfer > Cash, and that you enter your petty cash expenditures manually.

Transfers are disregarded automatically from Spending Plan, but categorized expenditures (or income) are included. It doesn't matter whether the Transfer is made to a manual account or a connected account.

You can change these settings in the transaction entry modal on a case by case basis, but unless you have a reason to do that, you just go with the automatic selection.
