Capital One accounts - transactions stopped downloading (edited)

I have 2 or more accounts at banks that are linked by one password. These transactions are not downloaded to the individual banks anymore. Manually to Import transactions at Capital one does not work either. I have been reporting and issue inside the Quicken for weeks now. Where else can I report to get help?
