Cannot connect to PayPal - Care Code: FDP-103

When attempting to connect to paypal using the same credentials that can be used successfully to log on at PayPal.com, the connection doesn't work. The failure message includes Care Code: FDP-103.

Verify your login information: Type your password into a text application to check for typos, then copy and paste your credentials into Quicken Simplifi.
Check for an app-specific password: Check with PayPal to see if a separate password is required for third-party connections.
Update your credentials: If the issue persists, try temporarily changing your PayPal password and reconnecting. We recommend avoiding these special characters in your password: & < > / \.

I am still having the issue. I changed my password to one that does not use the special characters mentioned. My new credentials work fine when logging in to PayPal.com, but when I try to connect in Simplifi, I still see the Care Code: FDP-103 error. I cannot contact the support team because I often have to work late, and by the time I can be online, they are no longer available. If Simplifi won't provide email support and won't make support available when I'm off work, then posting messages here is my only option. On occasions when I've been able to connect near the end of their shift, they end the chat before reaching any resolution.
