Ability to specify an Amount Range for Recurring Transactions (edited)

Very few of my bills or paychecks are for the exact same amount each month. More often then not I want to set a reminder for $100 +/- $20. Sometimes that range is small, just a few dollars, but sometimes it could be hundreds of dollars.  I should be able to specify.

I voted for this because I noticed my car insurance bill, for example, can be +/- $15 month to month.  Usually this is around renewal time (first/last payment in 6-month cycle).
