Problem with "available" calculation

The available amount is not updating correctly and consistently. I updated a tile's budget amount and the "available" amount recalculated to the correct amount and then it flashed and went back to the previous and incorrect amount. It stayed this way for 5 minutes and then updated to the correct amount; I am not sure if it was a mouse move that caused it to update or if it is just taking a very long time. Would want it to update as soon as the user has completed an amount edit. Thanks
