Bogus alert for Watchlist approaching target (edited)

I just got this alert

The alert reminded me that I was approaching the limit on my watch list for Pets ($400).

In fact, I haven't spent anything at all on pets this month. It is alerting me on what I might spend based on my spending plan, which is no use at all. Because that's what a spending plan is for.

Is the alert triggered because of the recurring bills scheduled for pets displayed at the bottom? Because the watchlist considers future bills, looks like the alert is correct, unfortunately.

There is a feature request to exclude upcoming bills from watchlists. Vote for it.
