Is there a way to disable the exclude from spending plan/report feature?

For some reason, a large number (thousands) of my regular credit card transactions (restaurants/shopping/etc.) are excluded from spending plan and reports. Is there a way to turn this feature off?

There is a way to mass include transactions in spending plan/reports. This ability was recently launched. You can filter the transactions by excluded from reports/spending plan. Then use the bulk edit and uncheck the exclusion box.
