Cannot "un-exclude" greyed-out transactions that are being ignored in reports

I have explicitly removed the default reporting exclusions from my Investment accounts, and most transactions in those accounts now show up in reports. However all of my "FEE" transactions are excluded and when I attempt to edit those transactions to remove the exclusion checkbox, the checkbox cannot be modified. There seems to be no way to get these items included.

(BTW when I tried to change the exclusion setting on a group of selected transactions, it allowed it for a moment, and the FEE totals even appeared briefly in the report, but within 10 seconds it reverted back to the excluded state

I got a fee transaction to show in reports by selecting Payment/Deposit instead of Miscellaneous Expense as the type.

Example fee with advisor name = Bis P
