I know that they are not included in the spending plan but what about reports? it appears that I have some payments that that come in with the exclude from reports icon and some without. also with them being excluded from the spending plan by default should the +/- icon show?

If credit card payment are transfer (like they probably should be) where the category is a transfer to the target account — Then by default credit card payments should 'cancel out' in the reports/spending plan because money in = money out (you still have the money, it's in another account). The spending (not payments for spending) is the only thing that "should" count as spending. Otherwise you'd be debited for a $10 charge and a $10 payment even though you only spent $10.

If you need, and are set up as a transfer, you should be able to unhide one side of a transfer (money in or money out) if you WANT it debited/credited from your reports/spending plan for some reason (there are sometimes reasons to include them).
