Thanks for reaching out! To help us clarify your situation, could you let us know what issue you are referencing? We are aware of how Vanguard blocks us during peak hours, like market open and close. If that is the issue you are referring to then our team is actively working to alleviate the downtime. However, in the meantime, we suggest trying to add/update your account(s) outside of peak hours or over the weekend.
