Add "Last WEEKDAY of the month" as an option for Recurring Transactions (edited)

Recurring income can be set to "last day of the month" (for people who get paid once or twice monthly), but there isn't an option to select last WEEKDAY of the month. Many people who get paid twice monthly will receive their paychecks on the last weekday before the 15th and on the last weekday of the month. This can affect spending plans.
