Planned Spending not counting transactions (edited)

I have setup a spending plan that shows 0 amount every month even though the transaction has been tagged correctly within my account. Here are two examples - one for my mortgage payment and one for my life insurance payment. Both are categorized correctly, but spending plan shows 0 spent. Am I doing something wrong here? The other categories seem to be working fine.

A quick question, do you have these payments set up as recurring bills also? If so, Quicken Simplifi won't count them towards a Planned Spending category.
