Allow users to limit the transactions downloaded when linking an account

Users should be able to specify the start date for the initial set of downloaded transactions when linking an account to a financial institution.

For example, I have a manual account that I want to link to the financial institution. All the transactions are already up to date and I don't want to download a bunch of duplicates.

It would be helpful if I could limit the download to the current month or year, or to on or after a specific date.
