No ability to create a rule on the reports spending tab
When recategorizing a transaction there used to be the option to create a rule for all future transactions, but that doesn't seem to be the case. Is this a known issue?
I am attempting to recategorize "Fandango" from TV to Entertainment and have all future transactions recategorized as such.

It doesn't look like the checkbox to create a Transaction Rule is available from Reports or the Spending Plan in Quicken Simplifi. Instead, you will see this option in regular transaction registers. I found another discussion here that you may find insightful:
With that, if you'd like to request the ability to create Transaction Rules from the transactions listed in Reports and the Spending Plan, you can create an Idea post so other users can vote on it and our product team can review it.

Thanks. Did this option used to exist or am I making that up?
Unless I am mistaken, there is no way to sort transactions by amount in a specific time period, so it makes it challenging to prioritize certain expenses to create rules around in a certain time period. For example, if you are reviewing transactions from last month. Am I correct in that thinking?

I'm not sure if it used to be available, but it hasn't been since at least last October according to the other post. The best way to get a feature request in front of the product team is to create an Idea post as suggested in my last comment.
As for sorting transactions by amount in a specific time period, I was able to accomplish this by using the Date Range filter options, and then clicking the Amount column so the transactions listed are sorted by amount. For example, I ran a Spending Report for last month and can see my transactions listed by order of amount:
