Add Flags as a Track By option in Watchlists

Create a watchlist tracked by Flags with the ability to select one or more Flags. Very similar to track by tags functionality but with flags.

Thanks @Coach Natalie! Yes, I saw those but they're for broader and more complicated features. They "could" include this but this alone seems much easier and something that could be easily accomplished using existing functionality with minor tweaks. How do you create seperation between smaller asks like this and the larger, more invloved asks that sometimes get lost in all the noise / complexity?

I'm not sure how the product team prioritizes requests that are made in the Community, but the more votes and user interest, the better. 🙂
