Ability to assign Flags via Transaction Rules (edited)

It would be useful if rules had the option to assign a particular flag. For example, to flag a particular payee with a yellow flag.

I don't use flags much but I will vote for it for those who do. I wish we could label flags because when I do use one, I am never sure what color to go for. Red is like Red Alert and so is the one I use. Once whatever I used it for is done, I remove the flag.
