Allow 'Account' to be selected before entering a "Saved so far" amount when creating a Goal (edited)

The selection button for "Account" is greyed out when creating a new savings goal.  It will not populate until you put an amount in the already saved field.  This makes it difficult to plan for initial goals in cash flow unless you enter an amount.
