Mobile App: Update the Accounts page for better scrolling through accounts (edited)

The All Accounts page in the Android version of the app devotes almost half the screen to the fixed page header, leaving only half a screen for scrolling through Accounts. Maybe y'all can tighten that up, or even make the heading scroll with the page.
