Make the 'View Goal' option from the Spending Plan a modal instead of a redirect (edited)

From the Spending Plan under Savings Goals if you click the three dots on a goal there is an option to view the goal. This redirects you to the Goals area of the tool.
Requesting that instead, it opens a modal window with a view of the goal to make it easier to stay in the Spending Plan. The popup could include a button to move to the Goals area of the tool.
