Can't add Upstart loan, get code FDP-163

When I try to add my account with Upstart I keep getting this error:

We are unable to connect to Upstart at this time.
Care Code: FDP-163

It would be really awesome if I could get this to connect.

@summercold, I received an update on the escalation, and this appears to be a known issue. They didn't have an ETA to provide on a resolution, so we suggest just continuing to try every so often for now.
