Add a Notification for 'Bill Not Paid in the Month' (edited)

Since reoccurring bills are setup in the spending plan, it would be great to be able to setup a report/notification if any of those expected bills are not paid in a given month so that I can make sure it is corrected. I have most of my bills set to auto pay and would be good to know if any of them fail or any reason.
