On your phone/tablet, use your app/play store to search for the app.
On your computer, use a web browser to access it. There is nothing to download. There is the option of creating a "web app" shortcut, which is basically an icon on your desktop that opens the web page app.
No matter what you do, your "data file" is in the cloud, you don't have a local copy. The advantage of this is your data is available everywhere, but you can't backup/restore your data files by hand like you might've in Quicken Classic.
