Add a Dashboard Widget for "Flagged" Transactions (edited)

Add two new dashboard widgets/tiles. One listing flagged transactions and one listing transactions that have not been marked reviewed.

Since each Idea post needs to be limited to just one suggestion/idea per post, I went ahead and edited this post to cover just the Dashboard widget for "Flagged" Transactions. Please create a separate post for the Dashboard widget for "Unreviewed" Transactions so users can vote on that idea accordingly.
