Contributing to Savings Goal doesnt update Contribute Banner

Currently, as of March 2, if i contribute to the goal in the march spending plan, it will not update the banner, but allocate the contribution to February.

I believe there is a broad leap year bug in the system that is contributing to a number of issues of this sort.

@Coach Natalie , i deleted the savings goals and started new ones. it didnt resolve outside of that.
