Accessibility issue - don't automatically open the "New Transaction Rule"

There is an accessibility issue in the browser, tablet, and desktop app where when changing a transaction category on a transaction, the "New Transaction Rule" screen automatically pops up and populates. For people with dexterity or attention disabilities, it is easy to accidentally click through, accidentally applying a transaction rule to a large number of transactions that were painstakenly individually edited. While there is an "undo" button, it is only available for a few seconds, which again, is an accessibility barrier for people who cannot move that fast.

It would be so much more usable and accessible to have an opt-in checkbox which reverts to unchecked, like for changes in the payee field.
