Why does recent spending include excluded transactions?

Why does the recent spending section of the dashboard lists transactions that are marked as exclude from spending plan and reports?

Because the dashboard is neither the spending plan nor a report. Its basically a filtered transaction list (filtering out things that are not spending categories). The same transactions will show up when you go to transactions, they aren't permanently hidden from all views.
