Add Watchlist features to Spending Plan items (edited)

To make the spending plan (budgeting) more useful:

Add watchlist features to spending plan categories and/or allow users to "create watchlist" based on a spending plan category.

Also, it would actually "simplify" budgeting if users could easily see planned expenses at a glance in a register-like view/table: planned spending vs actual.

We already have some requests for the ability to view the Spending Plan, as well as Planned Spending specifically, in a table view:
